Abstract
This article proposes an integrated approach to environmental management based on the transformation of post-rain aquatic waste into green energy, within the framework of a blue economy applied to the Kalamu and Lukunga rivers in Kinshasa. The study demonstrates that the energetic valorization of plastic and organic waste generated by urban floods represents a double-win strategy: it reduces flood risks while creating a new energy value chain. Through the application of the Transformation Management Model (TMM), the paper highlights an operational framework for sustainable sanitation, local energy production, and community inclusion in environmental governance.
